The Virginia Department of Motor Vehicles begins a program next month that could help those owning a fuel-efficient or electric vehicle to save money. The Mileage Choice Program is a voluntary option for drivers of electric, hybrid or fuel-efficient vehicles to pay Virginia’s highway use fee based on the actual number of miles driven per year, not at the average rate of 11,600 miles annually.
